Hi chobitsken,
Hope can help:
1 - Don't know, because wash and dry it every time / day after using , don't know, sorry.
2 - If you pour it out after used everyday, you don't.
3 - For me, yes. Depends on what you like, no exact rules.
But I suggest daily, what do you think ?
4 - Apply to all machines with a water tank.
Don't know your water quality, but sounds not very good to your machine.
Warmly suggestion:
10micron pre-filter -> 0.1 micron filter -> KDF -> Carbon -> Softener.
Should be better
Or you can descale your machine once 1-2 months.

I suggest full tank, some water for flushing to cheat the machine;
actually flush water from group and steam wand helps fully warm up.
So, for me it is must do things, not really a cheat.
After using, pour all water away, and dry the tank
1 tank may not enough for you to cheat it , may be.
Also, using fresh water fill the boiler again and
the old water stayed inside the boiler before comes out.
For me, it is very important, if you believe the 4M,
Grinder, Blend, Machine and the Man.
*Blend as important as water to me.
Try try this useful instructions, trouble but very useful to make better drinks for you :
